Can't render! Memory spikes to 100% and it fails. But Preferences doesn't open to change RAM usage
I have a few videos I need to publish for my job. They are all less than 2 minutes. But once they're in Media Encoder, it renders painfully slowly, and after 10 minutes or so, memory spikes to 100% and it fails. I have 32gb of memory and think getting more is overkill. My GPU has 8gb of dedicated memory too.
I try to open Preferences but I get a forever spinning wheel before the program fades to white and I need to force close it.
I have tried restarting computer (obviously), reinstalling the program, purging memory from Edit menu, deleting temporary files, and using Creative Cloud's uninstaller program to completely wipe everything Adobe and start fresh. I had hoped that starting a fresh install would maybe reset whatever settings I have under Preferences, which I can't even see.

AMD Ryzen 5 3600 6-core
32 GB RAM
My boss is willing to upgrade some parts of my PC so these videos I worked hard on can publish, but I feel like my computer is fine? It's just that AE is spiking to 100% instead of being limited. And I can't open Preferences to check it out.
