Can't select layers with the selection tool

I can't seem to select layers using the click/drag method and selection tool. Usually you can darg the selection tool and select multiple layers. Now it won't select anything unless some property is already open. Here's a video.

Using latest AE version and Windows 11

I don't believe that a selection tool click-and-drag in the layer section of the timeline doesn't work to select multiple layers unless properties are revealed.

 

Clicking and dragging just to the left source icon in the Source column has always selected multiple layers.
