Can't use the brush tool in a shape layer?

I am trying to draw on my background layer (which is a shape) but it won't work. Is it possible?

No, it isn't. Dynamically rasterized layer types have no source item to paint on. At best you can try and pre-compose and then paint on the resulting parent layer, but if you want to use continuous rasterization/ collapse transformations this won't work, either.
