Can we start an animated effect made using masks from a specific frame in after effects?

Hi!
I am new to the community and I am currently working on a project, so just wanted to ask if we can add an effect on an element from between -- that is, not from the starting of our project.

Please Help!!

        Sure you can. That's why you animate the effects values or split the layers. You may want to read the online help and watch some tutorials on basics.
