Can you change the default of effects? - specifically the fill effect from red to white?

Can you change the default of effects, NOT the stroke/fill of shapes rather the effects optins themselves? - specifically I'd like to change the fill effect from red to white?- would also be useful to know if I can chnage the default settings for others too, like the linear wipe angle and a few others...
