Cannot import .avi file in After Effects or Media Encoder.

Hello, how would I import a file with such parameters into After Effects/Media Encoder? I do not have any codec packs installed and .avi files encoded with XVID import correctly.

Sounds weird to encode an AVI with AVC. I'd simply run it through Handbrake or a similar to to unwrap it to a palin MP4 file.
