Center Anchor Point in New Shape Layers

in the settings in the General tab opposite Center Anchor Point in New Shape Layers is checked, but the function does not work.

You need to show us a full screenshot of the composition and timelein with the properties revealed, not a cropped image of the option in the preferences. That and of course you need to provide the usual info: version of AE, system info, comp settings etc..
