can someone tell me what effect has been used here to make the background go desaturated not the Charter

The "More" button at the bottom of a post lets you edit the post.

 

The video has been separated into layers. You can duplicate the effect by simply adding Hue Saturation to the background layer and animating saturation. There is also a Black and White filter that you can add to a layer that gives you complete control of the tone range of your black-and-white. Then you can add a full-size mask using the rectangle tool, add the mask to the Black and White effect using compositing options, then animate the opacity of the mask to control the effectiveness of the effect.

 

I could probably come up with a half dozen other simple solutions, but they all require separating the background that you want to desaturate from the rest of the shot.

I have 3 questions for you

how do I remove my character from the background with masking 

my 2nd question is should I apply black and white and hue and saturation to the background?

possibly tell me the values of the effect

That would be utterly pointless and impossible. Nobody can tell what actual settings and effects were used based on just seeing the result. Different settings across different effects can produce the same result. For the rest I would suggest you actualyl read the online help and start studying tutorials on basics in AE. None of this is anything complicated. It just requires a basic understanding of how AE works and then Rick's answer will make a lot of sense.
