Consistent viewport lockup with multiple drives

I am using Ae to process and batch photos for photogrammetry, they are not excessively large and are approx 4k. I am running into issues where viewports are entirely unresponsive after the first or second frame updates.
Ae will freeze the viewport, and no amount of purging, changing the cache folder to another SSD, manually rebuilding the file, driver updates, changing preview settings, reformatting a fresh W11 entirely (yep), or moving the entire project directory around to different non-C:\ SSDs fixes this. It becomes responsive when I move the entire project directory AND source AND cache on the main M2 drive (C:) it acts normally.
I have tried a mixture of project + source + cache, mixing it through all my drives, and if the project and cache are not somewhere on C, it will within the first minute, freeze, lock up, forcing me to restart, where it will freeze after the first minute again. Funny enough, if I check the disk cache in Ae, it will udpate for 2 more frames, then freeze again. Check attached videos for examples of this.
After effects is the only application that does this, and the files are read in well in Cinema 4D, Houdini, Agisoft Metashape, windows image preview, etc and I can scrub it back and forth and get a viewport preview, and it will not fail.
