Hi,

 

I want to create a similar moving image as the smoking car on the link below but I don't know what is the best Adobe programme to use? If anyone can advise where to start that would be great thank you!

That's just some pretty terrible stock footage overlaid onto a photo, so yes, it could be done with AE using basic layer stacking, assuming you have the footage.
