Deformation from a vector

Hello, I would like to know if it is possible on after effect to deform a layer or a composition from a vector.

I would like to achieve the same effect as this person not in the code but after effect :

I explain myself I would like to make a composition in band and put what I want inside and then make an effect to be able to deform this composition so that it follows a vector.
