Does After Effects or any third party AE plugin have an animated paint tool like FlipaClip???

Question

Does After Effects have an animated paint tool like the user friendly program "FlipaClip"? If not, can anyone recommend any third party AE plugin that has that feature? I'm seeing a lot of animated war maps on youtube that appear to be done with the program "FlipaClip". These animated war maps show frame by frame paint strokes usually illustrating an invading red layer over a conquered blue country: https://youtu.be/jGe7sG3N-Qw?t=109

Natively, AE has the Paint Brush tool, animated masks, and track mattes that can do stuff like this.

Paint & Stick (https://aescripts.com/paint-and-stick/) is a third party plugin that can do animated painting.

Geolayers (https://aescripts.com/geolayers/) is a plugin sepcifically designed for creating animated maps in AE.
