Does anyone know how to re create this animation?

This is more or less just creative use of a Displacement Map effect and the letters doing their thing in a pre-comp, then animating the scaling and repetitions with Motion Tile by animating tile size and a few other parameters. The Displacement Map can be easily created using e.g. the Mosaic effect slapped onto a bit of Fractal Noise. You will just need to fiddle with the colors and displacment amounts and possibly animate them as well to alternate between the hacked up bigt letter and the ordered grid. The concept is pretty simple, it will just require some exact work and of course a lot of repetition to build these comps for each letter.
