Possibly your computer does not have the necessary technical characteristics for that version. Could you provide us with that particular piece of information to start with as a possible reason for it not appearing in the Creative Cloud desktop app?

Here are my system specs:

Windows 10 Professional Version 21H2

32 GB Ram

Nvidia GeForce 1070 8 GB

I7 9700K Processor

By the way, I have the latest version of After Effects Beta installed and it works fine.
