Downloaded videos get "corrupted" with a green/pink data mosh effect

I have not been able to find a fix for this anywhere and have been struggling with this for months. The last option i have at this point is to redownload windows because nothing else has worked.

I will import a clip, work on it for a bit and it will randomly get "corrupted" and will have a sort of green/pink data mosh effect that i will try and attach a image or video of below. When this happens i can rarely get it off of the video therefore completely ruining my composition. I have noticed that if i add frame blending on a clip it recreates this bug every single time.

Im in desperate need of help for this issue. Ive deleted and reinsalled my AE and my media encoder. I have disabled hardware acceleration and cleared my cashe multiple times still to no avail. Like i said the only thing i have left is reinstalling windows and having a fresh computer. I will attach my PC specs below.

That definitely looks like a GPU driver issue. Are you able to update your GPU drivers for the 6900?
