Drop down menus and tools not working

For some reason, the drop down menus and tools are not working properly. i first noticed it when i was using rotobrush and i went to switch to the refine edge tool but it would not show up. then i tried to switch from full to half and the drop down menus would not show up. i've attached a video to show you wants happening. i've tried resetting my settings and i don't want to uninstall after effects cause i would then have to re install all of my plug-ins and it would be a HUGE hassle
