Edit target greyed out even with motion source selected

I did a track of a small high contrast area on this man's body and want to edit the target . As you can see, I'm in the motion tracking window, with the motion source correctly chosen, but edit target is greyed out.

The track type is set to RAW which doesn't give you an option of sending data to a target layer.

To choose a target layer it would have to be set to one of the other track types. Which one you use depends on what you are trying to achieve.
