Effects are applying to all clips when I just want them to apply to one

Hi. I'm relatively new to using After Effects and have a reoccuring problem. Whenever I try to add an effect to a single clip, it applies to all of them. I made sure the clips are in diffferent layers, tried locking the layers, and pre-comping each individual clip to stop the effects from applying but nothing has worked. I'm also unable to manually remove these effects from the video clips. I can't find an answer to this problem anywhere else so any suggestions would be appreciated.

As far as AE is concerened your "clips.mp4" is just one single layer. You have a fundamental misunderstanding there. If you want to control where the effect gets applied you need to split it up into separate layers.

I don't follow. This is not AE's default behavior. It seriously sounds like something is wrong, but with so little information nobody can tell you much. Screenshots, system info and all that good stuff would probably help to clarify.

Sorry for the lack of information intitally. I'm using After Effects 2020. I included a screen shot of what I'm seeing. I was applying a blur to some (not all) of my clips and it for some reason applies to all of them no matter what I do. As you can see from the selected clip, there are no effects are applied but it is still blurred for some reason in the preview. Hopefully this explanation makes sense
