empty effect control problem

Do you have any effect applied on the layer? Is there a particular effect that's not visible in the Effect Controls panel?

You can see if there's an effect applied on the layer or not by expanding the layer by clicking the forward arrow right next to the Lock icon in the Timeline (refer to the screenshot).
