Well, the preset likely uses some expressions and you have not prepared the layer accordingly by adding the necessary effects or properties. Similarly, it could only be meant to used on a different layer type or for that matter on any layer directly, not as an adjustment layer. Impossible to know anything. You haven't told us anything about the preset, what it is supposed to do or where you got it from.
