Expand graphic from the centre out

I'm not too bad in Premiere Pro but have been putting off learning AE.  I suspect that this is a task for AE.

I would like to expand this graphic from the center out.  Is this best done in AE?

What do you mean by "expand"? A simple layer scaling would work no different than it does in Premiere. If you mean to build up the graphic piece by piece then first you have to slice it up in Photoshop or using masks in AE to even have individual bits and, to be perfectly straight, in such a case you would probably not even bother to do this and just re-create it from scratch so you have the overlapping areas and can work with the layering and depth illusion. anyway, it's not clear what you actually mean. You need to explain better.

Thank you Mylenium.  Ultimately I just went for scaling as you can see..  It could be good with the layering and depth illusion as you describe.  Maybe down the track.  Thanks again.
