I need an expression in after effects to control time of start an action , for example changing scale of a shape start second 5 of comp

That could involve anything from refrencing the in-point of a layer, using valueAtTime(), filtering a function through linear() or a simple if(time > 5){do this and that}. Based on so little info we can't really tell you which method would be most appropriate. You have to explain better and provide much more info on what you are actualyl trying to do.
