I need to export a 9 second video with alpha channel for a website banner. Dimensions are 1440 x 900.

using the animation codec the rendered file is 800MB... How can I export a much, much smaller file?

The quality slider is disabled within the Animation codec options

You are using the wrong tool. Create Web Banners using Adobe Animate. There is no such thing as a video with a transparent background that will play in a media player on a web page. You have to use other formats.

The only decently compressed file format for the web that includes an alpha channel (besides GIF) is FLV or something like that. The problem is that it's not supported on a lot of modern things and you'll need to use an old version of AME to create it...

This is the price you pay to have an alpha channel: large file sizes.  If a large file size is unacceptable, you will have to think of another way to do what you want.
