Extreme Performance Issues with High End PC

My specs

AMD Ryzen 5800x
32GB DDR4 RAM
GeForce RTX 3070
1TB PCIe SSD

I have extreme performance issues with AE. I just created a very basic compisition, some texts and images. I set the resolution to a third and still I get this kind of slow performance (watch video below).

In mine, but that's not the point. Have you seen my composition? Some texts and images and nothing animated. My hardware should be able to handle that.

I forgot to mention:
I updated the Nvidia (studio) driver to the most recent update. Nothing has changed after that. I checked all the settings and they seem properly set, so that most of the resources like CPU or GPU can be used by AE.
