Fill color inaccurate

I'm trying to change the fill color of a text layer to a light blue. Using the RGB number from an Ai file, I go to change the text layer in AE...but it isn't even close. In fact AE says that that number is full black. Using the HEX number will get the blue color right, but it'll say that the RGB values are in the tens of thousands. Is this a bug? I just updated everything to the 2019 version. Here are some photos to help:

Sounds like you have After Effects in 16-bit or 32-bit mode, where each color channel uses correspondingly higher numbers (e.g. up to 32768 instead of 255). Either multiply the numbers before typing them in, or use the HSB values instead (which don't change).

we can change the values from 32768 to 255 while still working in 32 bit settings...
Go to - File > Project Settings > Color... change depth to 32bit float and workspace to sRGB IEC.

correct me if this gives any issues with project workspace.

In my color picker in after effects I type in C8102E as the hex code but it gives me pink instead of red.... How do I fix this? I changed it to 8bit instead of 16 bit. i tried rec709 and sRGB in project settings ->color. and it still gives me pink instead of red. what am i doing wrong? I've fixed this before but i cant remember the fix.

Yup, you guys nailed it. Totally forgot that I had changed the bit mode to 16 earlier. Thank you!
