Filter blocking the composition view on provided file

Hi

Hoping someone can help me to understand what's happening with an After Effects file that was delivered to me as part of a package. It has a strange cmyk-ish filter over the layers - see attached snip.

The first reciept of the file had a message upon start up that stated it was locked, so I initially presumed the colour block filter was due to that.

Now the file is unlocked and it still has this strange appearance. Can I remove it, or should it have been delivered without this filter over it? (paid for editable file)
