Fixing Warp Effect

Hello,

I have some old cartoon videos that I want to make look smoother, so I used this tutorial (After Effects Tutorial #3 | How to Convert 30fps Footage to 60fps - YouTube​), to convert it from 24fps to 60, (I even tried 24fps to 30). However, since the cartoon is old with really low fps, when the above effect is applied, there is a clear warp effect on the frames added into the video, I tried motion blur, but it did not fix it.

So, can someone please help fix this issue and your assisstance will be strongly appreciated!

What's not there is not there. There's only so much even the smartest effect can do and large uniform areas like they are typical for cartoons don't help. There's no small details to detract the eyes from glitches. In any case, you have not shown us your actual footage nor your actual settings, so this is a moot point. As per the above - chances are you simply can't squeeze out any more "smoothness".
