Flickering UI when resizing panels

I have a problem with flickering UI every time I try to resize panels in AE and any other Adobe application, to be honest.

Here is an example

The timeline panel is the worst. And this is somehow happening now to any AE version I install, from CS6 to CC2018.

What's weird is that I never had this problem back in the days with CS6 but now I have it. I also don't remember this being a problem with CC2014 either but again, it's happening there as well and to every other CC version.

Here is my PC:

Windows 10 Creators Fall Update

i7 2700k @ 4.2ghz

16GB DDR3 ram @1600mhz

GTX970 Asus Strix @stock

Nvidia drivers 388.13 (although I doubt it matters considering how long has this been happening)

The only thing I found that somewhat helps, but doesn't remove the problem, is checking these three options in properties. 6IuOQ4z.png

Have you tried updating GPU drivers? Let us know if that helps.

Just updated and nothing. Still happens. Like I said this started happening since cc 2014/2015 but now it happens even with cs6 and I remember I never had that issue before with cs6.
