Framerate

The composition frame rate has nothing to do with the time it takes a clip to playback. When the ram preview has rendered, one second of comp time will take one second to playback.

The frame rate interpretation of the footage controls the speed of playback. If you have a camera that will shoot at 240 fps and the footage is interpreted at 240 fps, then one second of real-time will take one second to playback in a 24 fps comp or a 60 fps comp, or even a 600 fps comp. Your machine may not be capable of playing back in real-time, but the composition's frame rate has nothing to do with playback speed. 

Change the interpretation of the original 240 fps footage to 24 fps and one second of real-time will take 10 seconds to playback. Change the frame rate to 440 fps and one second will take 1/2 second to playback. It's that simple.

If the interpreted frame rate of the footage does not match the comp's frame rate, frames will be blended or dropped. If you want to create slow motion, you need to try various frame blending options to get the best results. You may even need specialized software to generate the new frames. Speeding up footage usually does not require as much fiddling with the frame blending modes to make it look good. It all depends on the shot.

The preview panel allows you to change the playback speed of the composition or it will enable you to skip frames so that a ram preview takes less time to render. If you have the Preview Panel set to auto frame rate, the playback speed will always be real-time after the comp has successfully rendered.
