glass effects not applying in after effects beat version from dimension exported file

There is no "glass effect" and there are of course limitations and differences in the two render engines. Whatever "glassy" stuff you are trying to do will never look the same in both programs. This has nothing to do with file formats or any of that, it's how the renderers work, for now at least. Perhaps one day it will all be unified...
