Can anone help me how to achieve this in after effects.

Not without a lot of extra rigging and expressions. The arches are easy enough to create using shape layers or the Circle effect with a radial wipe, but positioning them requires some trickery. It would also not be as simple even in a 3D program. Back then I had several pre-rigged projects for such stuff.... Here's an old tech demo of mine:

But this video looks too complicated for me to handle. 

I did achieved the Lines connecting cities using this Script. https://videohive.net/item/3d-earth-connections/23573012

but the lines are flat. I need a tube like 3d lines connecting.

I have attaced the Animation i achieved using 3D earth connections.

Without using a third-party plugin, there is no way to create a tubular path in After Effects. You could fake it using taper on a Path, but you need a 3D program to generate tubular lines. I don't know if you could add Trapcode 3D stroke to the mix. That's the only tubular-looking path tool I can think of that works in AE. It will interact with the comp camera, but it won't use lights.
