Glow / Treshold 100%, still glowing

Always wondered why a Effect/Stylize/Glow/Treshold of 100% still changes the image.

A Treshold of 100% should not have anything glowing, imho.

Same with Intensity 0 - this should not do anything, but it does.

A threshold of 100% isn't "nothing" and ironically this is in fact almost accidentally realistic as to how light works in the real world. I can't see why you can't just fade it out against a layer without glow if you really want that. Seems like a weird request to me...
