Green screen with moving people?

If I have a clip with a fixed background and moving people in it how do I make it so I can just green screen the background with keeping the people unchanged? I know that the keylight effect is something to use but I just cannot figure it out

If your people were shot on a green screen stage then Keylight and following the tutorials available through AE's search help option is a good place to start. If you just shot a bunch of people and want to remove the background that is a difficult and time-consuming process that requires a bunch of different skills. I have a feeling that the Fixed background is not a green screen. If it is an ordinary shot please post the video or at least a frame from the shot so we can point you in the right direction.
