I want my background to be a very short video so I need a step by step explanation on how and where to put the video.

I'd appreciate every help thx

Correct answer Rick Gerard

If you import a video to the Project and drag it from the Project Panel to the Timeline, then put it on the bottom layer the video will be the new background of the composition. If the composition frame size is larger than the video frame size the video will not fill the entire background.

This is really basic stuff. Please consult the User Guide to figure out how to use the program. You won't get anywhere just poking around in the UI and hoping for the best.

In AE you can import video files just like you can in Premiere. Literally all you have to do is import the video file into AE, then drag it into the timeline and put it onto the bottom layer. If your composition is longer than the video, just loop the clip.
