Have a shape change and move its points into another shape / position

Hey Guys,

Need some help please

Trying to make a video like this one before around the 7.13 mark

As you can see the two blue shapes top and bottom start moving to join up together. I presume i can do this with after effects ( or another adobe program) but struggling?

Anyone got any advice. I thought could just move the points of the shape towards each other and key frame the position and scale etc but its not doing anything.

Any help would be really appreciated.
