I got the same question as Kyle. What happens when you right click somewhere else? Is it just the layer that's not responding to the right click or the whole After Effects.

In the meantime, you can access those options from the Layer menu.

It's very difficult to confirm much from your video, but are you not having anything happen when right-clicking on a layer?

I know this is a silly question, but are you sure you're actually right-clicking? Since you're clearly on a laptop, there isn't a modifier key or anything required to do so?

Pretty much everywhere in AE should have other context menus that pop-up when you right-click. Are you able to access those in other areas of the program?
