Help recreating effect in AE

which has a fiberous "find edges" look.
 
Anyone know of a plugin or a way to recreate this in After Effects?

Not really.  This is clearly animated in a true 3D application, although it may have been enhanced in After Effects with glows etc.

Thanks for the answer but I disagree... there are details that give away the fact that the lion is footage and not 3D animation (the way the nose wrinkles, how the head moves and the ears flop and several secondary animations, also the fact that this is being sold at Envato Elements as stock) as you can see in this other video (it's mirrored but it's clearly the same lion) you can see here that the footage is being projected by a particle emmiter or something similar...

Where I think you might be right in that this could all be done in C4D or another native 3D app with a depth map, but I believe with some clever compositing (and the right footage) this can be replicated in AE.

Yes, looking at some of the other versions I agree, it's built from some actual footage.  The author seems to have lots of different versions, and on several different stock sites including Shutterstock.  This one in particular shows that the outer mask is quite soft:

I'm guessing this is simply a fairly high contrast shot that has been rotoscoped or keyed, contrast intensified some more, then some judiscious glows applied.  Your example would require some masking of seperate elements to isolate the colourisation.

 

You could drop the footage creator a note on Envato Elements and ask him/her.
