Help recreating swirling pattern

Been practicing motion graphics in AE for about a year (still lots to learn), however I’ve been having trouble with getting one thing right. In both the videos below, theres a recurring rotating swirling line-like pattern surrounding a gradient circle (kind of similar to the effect used here I think https://youtu.be/iqMVl2F1d4A) it was used a lot for the FOX network’s on-air look in the early 2000s. I tried playing with the technique to the tutorial video, but none of the patterns I made looked close to the ones in the example videos. Is there another way of getting the exact same shape and animation? will I need plugins? or should I play more with the youtube tutorials way of doing this sort of thing?

(In the coming up next promos for the second video there seems to be another teal/blue pattern on the left side that looks like it was created using the same technique too? the same pattern might’ve been used for the spinning “all new” circle too)

Could be Trapcode 3D Stroke or a custom Radio Waves/ Echo setup with a hand-animated mask. Possibly some Bulge, Polar Coordinates or Optics Compensation may also be involved to accentuate the roundness. Given that it is from the early 2000s when nothing else was around yet it shouldn't be too hard to figure out. It's just one of those cases where you need to sit down on a relaxed afternoon and experiment around rather than chasing for tutorials.
