Sorry, but this is going nowhere. What do you even expect anyone to tell you based on such a broad and generic question? You have to be much more specific and provide info on what look you are trying to re-create, show reference frames/ screenshots of your own footage and so on. Sure, it could be as easy as saying "Throw on a displacment effect.", but then again there may be a lot of other things going on that we don't know about and other techniques may be more appropriate. Again, you really have to provide much better info.
