Does anyone know a tutorial teaching how to create this type of animation?

This is just a hex pattern used as a track matte e.g. for an animated Fractal Noise effect and suitably colored. Takes five minutes to create using shape layers with repeaters, a solid and the aforementioned effects. After that it's merely a matter of tweaking the effects to do what you want.
