holographic or prismatic effect

i am not sure i am in the right place, 

i am doing a serie of art pieces for a long time, based on dollar bills, i willing to try the NFT part of this same bills. 

i try to find a way to frame the bills with a sort of prismatic or holografic effect, same as holografic POKEMON card if you know what i mean

i want to know if there is a way to transform part of my PNG piece as holographic in AFTER EFFECT ?

and transform it as a MP4 or GIFF if necessery
