Hotkey for Toggling "Fx" switch?

I'm just curious if theres a hot key for turning the Effects rack on and off for a selected layer...

The Command is named "effect" and you can assign a shortcut to it in the Keyboard Shortcuts Visualizer. There is no default shortcut for the effect command. AND, just to confirm, I'm writing talking about the Effect Switch in the Timeline and not individual effects. HTH
