How apply a linear distort effect to a gradient in After Effects?

Trying to replicate the lined out glitch effect for an animated background, as seen in this static flyer?

If anyone hase any ideas would really appreciate it

If you would rather make it be a glitch, you could use some Fractal Noise set to be quite blocky and use that to drive the horizontal distortion of a Displacement Map effect.
