How can I get this effect? I would be grateful if somebody would explain me that with telling me where and which keyframes should be. I'm not sure how to put all things together to get it.

As John says, it's a little hard to see, but my guess is Directional Blur with the Blur Length keyframed:

It's a little hard to tell from this clip, it goes by so quick and it's covered up by the grid of "watch next" videos in the Youtube player. Can you describe what you're trying to do?
