how can i make that glitch text transition easiest way

There is literally thousands of tutorials on this out there and this doesn't even look like some major effort was invested. It's pretty much Video CoPilot's Twitch or Sapphire's Channel Offset effect out of the box with some basic keyframes. In any case, you really just need to type "video glitch" into the YouTube search box to get endless lists with tutorials involving these plug-ins or creating such stuff manually...
