Animated shape layers with repeaters on some layers, animated layers with gradients (shapes are more versatile than solids with gradient fills, and animated text layers. All of the layers will have different glows and blurs added, and the blend modes and alpha channels will all be fiddled with.

Start by creating a simple shape layer path and experiment with repeaters and path animations. Then, add some glows or blurs, maybe controlled by a gradient layer as an effect mask or even a feathered mask. When you get that part of the design completed, you can add a gradient-filled layer with multiple gradient-filled shapes that are animated and then experiment with blend modes, transparency, and/or animated masks.

I don't know of any one-layer solution or script that can generate that kind of animated background. You'll just have to play around.
