How can I put a shape layer inside of another shape layer's contents?

I have 2 shape layers, I want the first shape layer to be inside the contents of the second shape layer. How can I do that?

so basically layer 15 becomes inside the contents of layer 15 2

Copy or cut the elements then paste them in the other layer. Delete the unnecessary layer.
