How can I recreate this effect efficiently?

Apply a Roughen Edges effect and tweak parameters like scale and softness. Likewise, you can use a linear wipe whose edges have been roughened up as a track matte. Also don't try to do everything in a single layer. Lighting effects work best when multiple layers with subtle opacities and different settings are combined on top of each other with blending modes like Add or Screen.
