How can I recreate this FX in AE?

Could be as simple as a Chroma Blur from GenArts Sapphire. You could re-create it using AE#s standard Displacement Map and blur effects. The real trick will be to use multiple layer duplicates and either re-color them or split their channels similar to the various twitch/ glitch effects out there or a chromatic abberation for that matter...

Hola, acabo de hacer una prueba rapida y logre algo muy parecudo pero o igual con los efectos Displacemen MAP y con vector Blur.
Aunque deberias ir probando con distintas opciones.

Looks like a combination of Displacement Map and Compound Blur although you may not require Compound Blur - it all depends on the Displacement Layer you use. Please use AE"s Help Menu to access the online Effects URL to obtain details on the aforementioned effects. HTH
