How could I recreate these effects ?

Hey I hope you're doing good. I'm trying to recreate the "color" effect in this video. It kinda looks like it was drawn, I can't really tell. I'd also like to know what textures I should apply to end up with the same results !

Most likely some sort of plugin or After Effect/Motion.

Check out FX Factory and Red Giant.

Thanks for replying to me ! I tried many different plugins on After Effect ( Cartoon, CC Toner, Posterize, Colorama, CC Mr. Smoothie, ... ) and I still can't get a similar result or something close to it. I've watched many tutorials on how to use all of these plugins but I can't find the proper settings yet. I checked FX Factory and Red Giant and there's a lot of interesting plugins, thank you very much ! Unfortunately, I can't afford to buy any of them at the moment... Could you explain me how I could I recreate the same effect using stock plugins in After Effect ? And if yes, what type of settings should I go for ?

Looks like some artificial banding/ posterization. You blur the footage, then clip it back and quantize it e.g. with a Curves effect, then apply whatever coloring effect you want like Tint, Tritone or Colorama.
